
IBEW Local 219 Referral Procedure
Effective January, 2010
1) Hours of registration on the out-of-work list will coincide with the normal office hours, 8 a.m. – 4:30 p.m., including lunch hour. Original sign-in may be done in person, or via facsimile or mail from the member’s home local on letterhead.
2) The Business Manager shall determine which group an individual belongs in, based upon the information received. The applicant shall be placed in the highest group for which he qualifies.
3) Once an applicant qualifies for, requests and is granted Group I status in any local union, he shall retain that status in the local union and shall not be required to requalify unless he qualifies for, requests and is granted Group I status in another local union. If that situation occurs, the applicant would have to requalify for Group I status in any previous local union(s) in which he enjoyed Group I status.
4) Applicants must re-register for work every 30 days, either in person, or by fax, postcard, or e-mail clearly identified in the subject as a resign. Applicants may also re-sign by a fax from the Business Manager of their Local Union on the 2nd Tuesday of each month.
5) All applicants for employment shall be referred in chronological order by first referring applicants in Group 1 from the Zone in which the work is in progress, then from Group 1 from the Zone in which the work is not in progress, then Group II, then Group III, and then Group IV.
6) If an applicant for employment is rejected, said applicant shall be returned to the list and maintain his original position.
7) A short call referral will be defined as work of 14 consecutive calendar days or less, regardless of the hours worked. Short calls will be identified on the referral and anyone referred to an employer on a short call will be required to receive a reduction in workforce (layoff) after no more than 14 consecutive calendar days have elapsed, unless the individual is at the top of the out of work list.
8) Applicants who work a short call, or who receive 14 consecutive calendar days (not work days) or less on a stated long call, through no fault of their own, shall be reinstated on the out of work list in their original position.
9) Anyone who accepts a short call shall be responsible to fulfill the term agreed upon before resuming their place on the list and being eligible for another call.
10) No one will be referred for consecutive short calls unless everyone else within the same Group has had an opportunity to take a short call.
11) Each applicant will be allowed two turn downs (strikes) on long calls. On the third strike, the individual will roll completely off the book. An applicant would then need to follow #1 above to re-register. Strikes will not be received for short calls.
12) Anyone being referred on a foreman call will be required to receive foreman wages for a minimum of 1,000 hours or be laid off.
13) Anyone working in the jurisdiction of Local 219 shall not be on any out of work list.
14) Every reasonable effort will be made by the Union Hall to follow all provisions of the referral procedure, however, the Business Manager is responsible to fill calls in a timely manner as needed by employers. In rare cases, such as emergencies, calls of very short duration (1-2 days) on short notice, or other circumstances beyond the control of the Union Hall, it may be necessary to vary from the procedure in order to man the work. It is the responsibility of each individual to inform the Hall of how they can be contacted when away from their primary phone.
15) Individuals who receive two discharges for cause within a twelve month period will be suspended from future referral privileges until they appear before the Appeals Committee for a determination as to their continued eligibility for referral.
16) The Appeals Committee for matters involving discharges as described above, or involving Agreement language shall be as established in Article III, Sections 3.16 and 3.17 of the Inside Wireman Agreement. The Executive Board of Local Union 219 shall act as the Appeals Committee for any other referral issues not specifically addressed in the Agreement.
